Paul Barrett is Assistant Director, Financial Regulation and Taxation at the Association of British Insurers (ABI). Paul’s team lead on a number of strategic risk and regulatory issues including Solvency II, developing proposals to support the UK and European industry agenda, in partnership with the CEA and with other stakeholders. Paul co-ordinates the ABI’s regulation priority work and was responsible for producing the Industry Guide to the ICA process and the ABI’s unit linked guide of good practice. Previously he worked at the Financial Services Authority where he had responsibility for retail and consumer issues, working on the FSA’s Handbook rules and policy governing mortgage endowments.

Philip Martin
Chairman, Institute of Operational Risk
Philip started his career in 1977 specialising in fraud and professional liability insurances for the global financial services industry. He was an Executive Director at HSBC Insurance Brokers from 1985 - 2004 and Managing Director of HSBC Operational Risk Consultancy Division from 1995 – 2004 where he delivered operational risk software solutions to global financial services clients. He has specialised in the design and provision of Operational Risk Management solutions to global financial services clients.

In 2005, Philip founded Enterprise Risk Advisors, which provides risk management advice to the financial services industry.

Philip Martin is the current Chairman of the Institute of Operational Risk.  He has been a member of the Institute of Operational Risk since being accepted as a Fellow in December 2005 and has been Chairman of its Council since February 2007.  He was previously Chairman of its Executive Committee.

Philip has worked in over 40 countries and is a regular speaker at industry conferences and has an obvious passion for the subject of Operational Risk and for the Institute he represents. He is regarded as one of the leading experts in this field and has lectured extensively around the world in addition to contributing articles to trade magazines and publications. In January 2009, Philip was elected as one of the global “Top 50 Faces in Operational Risk” by OpRisk & Compliance Magazine.
